Sync. workflow across skopeo, buildah, and podman
Besides adding ***BIG FAT WARNING*** this commit updates the
containers-repo. logic to only (and properly) handle the `stable` image
(both version and `latest` tags). This change was already discussed at
length with @TomSweeneyRedHat.
