[CI:DOCS] Add 'In Progress' note to CONTRIBUTING.md
Update the CONTRIBUTING.md to explain the use of the new "In Progress" label in the Podman repository. This emulates the verbiage in Buildah. Signed-off-by: TomSweeneyRedHat <tsweeney@redhat.com>
