Enable 'podman run --memory-swappiness=0'
'--memory-swappiness=0' used to work. This patch fixes the regression issue, which was caused by the change of infra container creation process. Signed-off-by: Hironori Shiina <shiina.hironori@jp.fujitsu.com>
