Move checkpoint/restore code to pkg/checkpoint/crutils
To be able to reuse common checkpoint/restore functions this commit
moves code to pkg/checkpoint/crutils.
This commit has not functional changes. It only moves code around.
[NO TESTS NEEDED] - only moving code around
