Support --format tables in ps output
- Added tests to help ensure there is no future regressions
- Added WaitWithTimeout(int) rather than calling
WaitWithDefaultTimeout() multiple times
- Exposed DefaultWaitTimeout to allow test to use a multiplier
Fixes #2221
