This patch lets valid values of --format be compatible with docker. Replace CreatedTime with CreatedAt, Created with CreatedSince.
Keep CreatedTime and Created are valid as hidden options.

to make things more effecient for the api work we are doing, we should
process image filters internally (as opposed to in main). this allows
for better api responses and more closely affiliated functions.

We leverage the containers/storage image history tracking feature to
show the previously used image names when running:

Be prepared to report multiple image digests for images which contain
multiple manifests but, because they continue to have the same set of
layers and the same configuration, are considered to be the same image.

clean up some final linter issues and add a make target for
golangci-lint. in addition, begin running the tests are part of the
gating tasks in cirrus ci.
we cannot fully shift over to the new linter until we fix the image on
the openshift side. for short term, we will use both

In cases where the remote client culls options to a command, we need to
be sure that the lookup for that flag does not result in a nil pointer.
To do so, we add a Remote attribute to the podman struct and then cli
helper funcs are now aware they are remote.

The current aliased commands
podman container list
and
podman image list
podman image rm
Do not work properly. The global storage options are broken.

Subcommands should not be showing the global flags. This causes the important

the previous method required a populated image template to create
the headers and always selected the first image in the slice. when
dealing with dangling images, they are not populated and therefore
would panic.

We have no consistancy in out option usages and descritions
on whether or not the first letter should be capatalized.
This patch forces them all to be capatilized.

With this change if an error is raised when fetching the size of the
image, the error string will be printed as the size (instead of
panicing). In this particular case, the error string is "unable to
determine size".
This fixes bug #1405

Don't print potentially verbose help messages in case of usage errors,
but print only the usage error followed by a pointer to the command's
help. This aligns with Docker.
```
$ podman run -h
flag needs an argument: -h
See 'podman run --help'.
```
