Update cobra to latest version. Remove workaround for podman -h.

`podman -h` currently returns an error:
`Error: pflag: help requested`
This bug was introduced in 44d037898ebc, the problem is that we wrap the
error and cobra lib checks with `==` for this one and not errors.Is().
I have a PR upstream to fix this but for now this also works.

When you run podman-remote unsahre for example you currently get:
Error: unrecognized command `podman-remote unshare`
This is because we do not add the command to the cobra tree when we run
in remote mode. However this is a bad user experience since it is not
clear that the command is only supported for local podman. Users are
left wondering why this does not work and could think the documentation
is wrong.
To fix it we add a clear error message:
Error: cannot use command "podman-remote unshare" with the remote podman client

Add a extra `See 'podman command --help'` to the error output.
With this patch you now get:

Podman image scp should never enter the Podman UserNS unless it needs to. This allows for
a sudo exec.Command to transfer images to and from rootful storage. If this command is run using sudo,
the simple sudo podman save/load does not work, machinectl/su is necessary here.
This modification allows for both rootful and rootless transfers, and an overall change of scp to be
more of a wrapper function for different load and save calls as well as the ssh component

This commit cleans up two issues:
* Most commands support all EngineModes so default to that. Let
outlayers declare their intent.
* Use cobra.Annotations to set supported EngineMode. This simplies
instantiating commands as there is now one method to communicate a
commands requirements rather than two.
* Combined aliased commands into one file
* Fixed aliased commands where Args field did not match
* Updated examples in README.md for writing commands
* Remove redundant flag DisableFlagsInUseLine in cobra.Command
initialization.

Podman machine will be a mac-only command that manages the VM where
containers are run. Currently, only the CLI is written and the interface
function for the VM management is stub for future developement
The podman machine cli is only built on mac builds.

Implement podman secret create, inspect, ls, rm
Implement podman run/create --secret
Secrets are blobs of data that are sensitive.
Currently, the only secret driver supported is filedriver, which means creating a secret stores it in base64 unencrypted in a file.
After creating a secret, a user can use the --secret flag to expose the secret inside the container at /run/secrets/[secretname]
This secret will not be commited to an image on a podman commit

Currently we hard code TMPDIR environment variable to /var/tmp
if it is not set in the Environment. This causes TMPDIR environment
variable to be ignored if set in containers.conf.
This change now uses the host environment TMPDIR, followed by
containers.conf and then hard codes TMPDIR, if it was not set.

Allow automatic generation for shell completion scripts
with the internal cobra functions (requires v1.0.0+).
This should replace the handwritten completion scripts
and even adds support for fish. With this approach it is
less likley that completions and code are out of sync.
We can now create the scripts with
- podman completion bash
- podman completion zsh
- podman completion fish
To test the completion run:
source <(podman completion bash)
The same works for podman-remote and podman --remote and
it will complete your remote containers/images with
the correct endpoints values from --url/--connection.
The completion logic is written in go and provided by the
cobra library. The completion functions lives in
`cmd/podman/completion/completion.go`.
The unit test at cmd/podman/shell_completion_test.go checks
if each command and flag has an autocompletion function set.
This prevents that commands and flags have no shell completion set.
This commit does not replace the current autocompletion scripts.

We should default to the user name unmount rather then the internal
name of umount.
Also User namespace was not being handled correctly. We want to inform
the user that if they do a mount when in rootless mode that they have
to be first in the podman unshare state.

With the advent of Podman 2.0.0 we crossed the magical barrier of go
modules. While we were able to continue importing all packages inside
of the project, the project could not be vendored anymore from the
outside.
Move the go module to new major version and change all imports to
`github.com/containers/libpod/v2`. The renaming of the imports
was done via `gomove` [1].

Containers/image will use TMPDIR for the location of pulled layer blobs.
If TMPDIR is not set, it will use /tmp. Since this is known to be of
limited space on most systems, we change the default to /var/tmp
if the user has not told the tools where to store temporary files.

Windows terminal handling is different than darwin and linux. It needs to have the terminal mode set to enable virtual terminal processing. This allows colors and other things to work.

Add the `podman generate kube` and `podman play kube` command. The code
has largely been copied from Podman v1 but restructured to not leak the
K8s core API into the (remote) client.
Both commands are added in the same commit to allow for enabling the
tests at the same time.
Move some exports from `cmd/podman/common` to the appropriate places in
the backend to avoid circular dependencies.
Move definitions of label annotations to `libpod/define` and set the
security-opt labels in the frontend to make kube tests pass.
Implement rest endpoints, bindings and the tunnel interface.

during container creation, if no network is provided, we need to add a default value so the container can be later started.
use apiv2 container creation for RunTopContainer instead of an exec to the system podman. RunTopContainer now also returns the container id and an error.
added a libpod commit endpoint.
also, changed the use of the connections and bindings slightly to make it more convenient to write tests.

otherwise it triggers the config file initialization from
vendor/github.com/containers/common/pkg/config before the init() in
main.go can set correctly XDG_RUNTIME_DIR and DBUS_SESSION_BUS_ADDRESS
when they are missing.
commit 96de762eedd1470dfbe73cf424eea848589268d7 introduced the
regression.

We have had some issues with users squashing large images or pulling large
content from github, that could trigger crashes based on the size of /tmp.
Docker had an issue with this back in 2016. https://github.com/golang/go/issues/14021
The discussion there was to change the default to /var/tmp.
This change will only effect systems that do not set the TMPDIR environment variable.

Touch up a number of formating issues for XDG_RUNTIME_DIRS in a number
of man pages. Make use of the XDG_CONFIG_HOME environment variable
in a rootless environment if available, or set it if not.
Also added a number of links to the Rootless Podman config page and
added the location of the auth.json files to that doc.

at least on Fedora 30 it creates the /run/user/UID directory for the
user logged in via ssh.
This needs to be done very early so that every other check when we
create the default configuration file will point to the correct
location.
