Unless specified otherwise by --all, --latest or via arguments, list all
running containers. This matches the behaviour of Docker and is also
illustrated in the man pages where containers and options are marked to
be optional.

the compilation demands of having libpod in main is a burden for the
remote client compilations. to combat this, we should move the use of
libpod structs, vars, constants, and functions into the adapter code
where it will only be compiled by the local client.
this should result in cleaner code organization and smaller binaries. it
should also help if we ever need to compile the remote client on
non-Linux operating systems natively (not cross-compiled).

In cases where the remote client culls options to a command, we need to
be sure that the lookup for that flag does not result in a nil pointer.
To do so, we add a Remote attribute to the podman struct and then cli
helper funcs are now aware they are remote.

project is more well maintained. There are also some technical reasons
as well which extend into our remote client work.

We have no consistancy in out option usages and descritions
on whether or not the first letter should be capatalized.
This patch forces them all to be capatilized.

change the tests to use chroot to set a numeric UID/GID.
Go syscall.Credential doesn't change the effective UID/GID of the
process.

Don't print potentially verbose help messages in case of usage errors,
but print only the usage error followed by a pointer to the command's
help. This aligns with Docker.
```
$ podman run -h
flag needs an argument: -h
See 'podman run --help'.
```

This results in some functionality changes:
If a ErrCtrStateInvalid is returned to GetPodStats, the container is ommitted from the stats.
As such, if an empty slice of Container stats are returned to GetPodStats in varlink, an error will occur.
GetContainerStats will return the ErrCtrStateInvalid as well.
Finally, if ErrCtrStateInvalid is returned to the podman stats call, the container will be ommitted from the stats.

implement varlink image functions for working with libpod with the exception of a
couple due to incompletions on the libpod side of things (build).
also, created a first pass at a libpodpy package which will stand as a client to
working with libpod's varlink methods using python.

When the Go template was given with \t in between fields,

Fix errors when containers are not running.
--all, --latest, containers can not be used at same time.
Should match the output of docker stats, 0 values replaced by "--"
Should return stats right away if container is not running.

It is desirable to have a shortcut for the most
recently created container. We can now use "**latest"
to represent the most recent container instead of its
container ID or name. For example:
