added Avg Cpu calculation and CPU up time to podman stats. Adding different feature sets in different PRs, CPU first.

Before querying for a container's cgroup path, make sure that the
container is synced. Also make sure to error out if the container
isn't running.

With the advent of Podman 2.0.0 we crossed the magical barrier of go
modules. While we were able to continue importing all packages inside
of the project, the project could not be vendored anymore from the
outside.
Move the go module to new major version and change all imports to
`github.com/containers/libpod/v2`. The renaming of the imports
was done via `gomove` [1].

the compilation demands of having libpod in main is a burden for the
remote client compilations. to combat this, we should move the use of
libpod structs, vars, constants, and functions into the adapter code
where it will only be compiled by the local client.
this should result in cleaner code organization and smaller binaries. it
should also help if we ever need to compile the remote client on
non-Linux operating systems natively (not cross-compiled).

unfortunately the papr CI system cannot test ubuntu as a VM; therefore,
this PR still keeps travis. but it does include fixes that will be required
for running on modern versions of ubuntu.

This results in some functionality changes:
If a ErrCtrStateInvalid is returned to GetPodStats, the container is ommitted from the stats.
As such, if an empty slice of Container stats are returned to GetPodStats in varlink, an error will occur.
GetContainerStats will return the ErrCtrStateInvalid as well.
Finally, if ErrCtrStateInvalid is returned to the podman stats call, the container will be ommitted from the stats.

Add networking information to podman stats output. Also correct an issue filed
where memory constraints of the cgroup were not reflected in the stats output. And
finally, fix issue with PID count.

Fix errors when containers are not running.
--all, --latest, containers can not be used at same time.
Should match the output of docker stats, 0 values replaced by "--"
Should return stats right away if container is not running.
