Podman wait should not be defaulting to just stopped. By default
wait API waits for stopped and exited. We should not override this on
the client side.

This commit addresses three intertwined bugs to fix an issue when using
Gitlab runner on Podman. The three bug fixes are not split into
separate commits as tests won't pass otherwise; avoidable noise when
bisecting future issues.
1) Podman conflated states: even when asking to wait for the `exited`
state, Podman returned as soon as a container transitioned to
`stopped`. The issues surfaced in Gitlab tests to fail [1] as
`conmon`'s buffers have not (yet) been emptied when attaching to a
container right after a wait. The race window was extremely narrow,
and I only managed to reproduce with the Gitlab runner [1] unit
tests.
2) The clearer separation between `exited` and `stopped` revealed a race
condition predating the changes. If a container is configured for
autoremoval (e.g., via `run --rm`), the "run" process competes with
the "cleanup" process running in the background. The window of the
race condition was sufficiently large that the "cleanup" process has
already removed the container and storage before the "run" process
could read the exit code and hence waited indefinitely.
Address the exit-code race condition by recording exit codes in the
main libpod database. Exit codes can now be read from a database.
When waiting for a container to exit, Podman first waits for the
container to transition to `exited` and will then query the database
for its exit code. Outdated exit codes are pruned during cleanup
(i.e., non-performance critical) and when refreshing the database
after a reboot. An exit code is considered outdated when it is older
than 5 minutes.
While the race condition predates this change, the waiting process
has apparently always been fast enough in catching the exit code due
to issue 1): `exited` and `stopped` were conflated. The waiting
process hence caught the exit code after the container transitioned
to `stopped` but before it `exited` and got removed.
3) With 1) and 2), Podman is now waiting for a container to properly
transition to the `exited` state. Some tests did not pass after 1)
and 2) which revealed the third bug: `conmon` was executed with its
working directory pointing to the OCI runtime bundle of the
container. The changed working directory broke resolving relative
paths in the "cleanup" process. The "cleanup" process error'ed
before actually cleaning up the container and waiting "main" process
ran indefinitely - or until hitting a timeout. Fix the issue by
executing `conmon` with the same working directory as Podman.
Note that fixing 3) *may* address a number of issues we have seen in the
past where for *some* reason cleanup processes did not fire.

The nolintlint linter does not deny the use of `//nolint`
Instead it allows us to enforce a common nolint style:
- force that a linter name must be specified
- do not add a space between `//` and `nolint`
- make sure nolint is only used when there is actually a problem

Fix a bug in the resolution of images in the Docker compat API.
When looking up an image by a short name, the name may match
an image that does not live on Docker Hub. The resolved name
should be used for normalization instead of the input name to
make sure that `busybox` can resolve to `registry.com/busybox`
if present in the local storage.

The linter ensures a common code style.
- use switch/case instead of else if
- use if instead of switch/case for single case statement
- add space between comment and text
- detect the use of defer with os.Exit()
- use short form var += "..." instead of var = var + "..."
- detect problems with append()

This could lead to nasty bugs because the orgSlice will be changed in
place if it has enough capacity too hold the new elements. Thus we
newSlice might not be a copy.
Of course most of the changes are just cosmetic and do not cause any
logic errors but I think it is a good idea to enforce a common style.
This should help maintainability.

When normalizing image names on the compat API, make sure to take the
`sha256:` prefix into account when matching against the image ID.
Otherwise, the name will mistakingly be subject to docker.io
normalization.

The Docker-compatible REST API has historically behaved just as the rest
of Podman and Buildah (and the atomic Docker in older RHEL/Fedora) where
`containers-registries.conf` is centrally controlling which registries
a short name may resolve to during pull or local image lookups. Please
refer to a blog for more details [1].
Docker, however, is only resolving short names to docker.io which has
been reported (see #12320) to break certain clients who rely on this
behavior. In order to support this scenario, `containers.conf(5)`
received a new option to control whether Podman's compat API resolves
to docker.io only or behaves as before.
Most endpoints allow for directly normalizing parameters that represent
an image. If set in containers.conf, Podman will then normalize the
references directly to docker.io. The build endpoint is an outlier
since images are also referenced in Dockerfiles. The Buildah API,
however, supports specifying a custom `types.SystemContext` in which
we can set a field that enforces short-name resolution to docker.io
in `c/image/pkg/shortnames`.
Notice that this a "hybrid" approach of doing the normalization directly
in the compat endpoints *and* in `pkg/shortnames` by passing a system
context. Doing such a hybrid approach is neccessary since the compat
and the libpod endpoints share the same `libimage.Runtime` which makes
a global enforcement via the `libimage.Runtime.systemContext`
impossible. Having two separate runtimes for the compat and the libpod
endpoints seems risky and not generally applicable to all endpoints.

The `IgnorePlatform` options has been removed from the
`LookupImageOptions` in libimage to properly support multi-arch images.
Skip one buildah-bud test which requires updated CI images. This is
currently being done in github.com/containers/podman/pull/10829 but
we need to unblock merging common and buildah into podman.

Vendor in the latest HEAd of containers/common to implicitly support the
tag@digest notation for images. To remain compatible with Docker, the
tag will be stripped off the image reference and is entirely ignored.

Migrate the Podman code base over to `common/libimage` which replaces
`libpod/image` and a lot of glue code entirely.
Note that I tried to leave bread crumbs for changed tests.
Miscellaneous changes:
* Some errors yield different messages which required to alter some
tests.
* I fixed some pre-existing issues in the code. Others were marked as
`//TODO`s to prevent the PR from exploding.
* The `NamesHistory` of an image is returned as is from the storage.
Previously, we did some filtering which I think is undesirable.
Instead we should return the data as stored in the storage.
* Touched handlers use the ABI interfaces where possible.
* Local image resolution: previously Podman would match "foo" on
"myfoo". This behaviour has been changed and Podman will now
only match on repository boundaries such that "foo" would match
"my/foo" but not "myfoo". I consider the old behaviour to be a
bug, at the very least an exotic corner case.
* Futhermore, "foo:none" does *not* resolve to a local image "foo"
without tag anymore. It's a hill I am (almost) willing to die on.
* `image prune` prints the IDs of pruned images. Previously, in some
cases, the names were printed instead. The API clearly states ID,
so we should stick to it.
* Compat endpoint image removal with _force_ deletes the entire not
only the specified tag.

When the query decoding fails at the beginning of WaitContainerLibpod(),
the Error() sets the header but doesn't returns after that.
This causes the execution flow to reach the WriteResponse() at the end
of WaitContainerLibpod(), which attempts to set another header, thus
causing the following error:

Implement podman secret create, inspect, ls, rm
Implement podman run/create --secret
Secrets are blobs of data that are sensitive.
Currently, the only secret driver supported is filedriver, which means creating a secret stores it in base64 unencrypted in a file.
After creating a secret, a user can use the --secret flag to expose the secret inside the container at /run/secrets/[secretname]
This secret will not be commited to an image on a podman commit
