The `libpod/network` package should only be used on the backend and not the
client. The client used this package only for two functions so move them
into a new `pkg/network` package.
This is needed so we can put linux only code into `libpod/network`, see #9710.

due to a lack of "locking" on cni operations, we could get ourselves in trouble when doing rapid creation or removal of networks. added a simple file lock to deal with the collision and because it is not considered a performent path, use of the file lock should be ok. if proven otherwise in the future, some generic shared memory lock should be implemented for libpod and also used here.
moved pkog/network to libpod/network because libpod is now being pulled into the package and it has therefore lost its generic nature. this will make it easier to absorb into libpod as we try to make the network closer to core operations.

podman containers using IPv6 were missing the default route, breaking
deployments trying to use them.
The problem is that the default route was hardcoded to IPv4, this
takes into consideration the podman subnet IP family to generate
the corresponding default route.

With the advent of Podman 2.0.0 we crossed the magical barrier of go
modules. While we were able to continue importing all packages inside
of the project, the project could not be vendored anymore from the
outside.
Move the go module to new major version and change all imports to
`github.com/containers/libpod/v2`. The renaming of the imports
was done via `gomove` [1].

The pkg/network/files.go methods currently use the constant '/etc/cni/net.d'
for network handling. This results in the unability of podman-network-inspect
and podman-network-rm to locate the cni network configuration files.
This commit propagates the libpod.Runtime through the networking methods and
finally makes use of its configuration (config.Network.NetworkConfigDir).

when creating a network, podman should add the firewall plugin to the config but not specify a backend. this will allow cni to determine whether it should use an iptables|firewalld backend.

I dearly hope this is not breaking any other tests but debugging
"Internal Server Error" is not helpful to any user. In case, it
breaks tests, we can rever the commit - that's why it's a small one.

Split handlers and server packages
The files were split to help contain bloat. The api/server package will
contain all code related to the functioning of the server while
api/handlers will have all the code related to implementing the end
points.
api/server/register_* will contain the methods for registering
endpoints. Additionally, they will have the comments for generating the
swagger spec file.
See api/handlers/version.go for a small example handler,
api/handlers/containers.go contains much more complex handlers.

when users create a new network and the dnsname plugin can be found by
podman, we will enable container name resolution on the new network.
there is an option to opt *out* as well.
tests cannot be added until we solve the packaging portion of the

when creating a new networking, we should check existing networks for
their bridge names and make sure the proposed new name is not part of
this. reported by QE.

when removing a podman network, we need to make sure we delete the
network interface if one was ever created (by running a container).
also, when removing networks, we check if any containers are using the
network. if they are, we error out unless the user provides a 'force'
option which will remove the containers in question.

adding podman network and the subcommands inspect, list, and rm. the
inspect subcommand displays the raw cni network configuration. the list
subcommand displays a summary of the cni networks ala ps. and the rm
subcommand removes a cni network.
