With the advent of Podman 2.0.0 we crossed the magical barrier of go
modules. While we were able to continue importing all packages inside
of the project, the project could not be vendored anymore from the
outside.
Move the go module to new major version and change all imports to
`github.com/containers/libpod/v2`. The renaming of the imports
was done via `gomove` [1].

* Enabled linting on the varlinkapi source, needed to support V2
service command
* Added support for PODMAN_SOCKET
Skip linting deprecated code
Rather than introduce bugs by correcting deprecated code, linting the
code is being skipped. Code that is being ported into V2 is being
checked.

Type varlinkapi.VarlinkCall currently only used as receiver for
RequiresUpgrade() future helpers could be added to this type.
RequiresUpgrade() verifies caller has given correct options to the call
for the given operation.

add the ability to create and run containers via the podman-remote
client.
we now create an intermediate layer from the the create/run cli flags.
the intermediate layer can be converted into a createconfig or into a
varlink struct. Once transported, the varlink struct can be converted
back to an intermediate layer and then to a createconfig.
remote terminals are not supported yet.

We intend to migrate to the cobra cli from urfave/cli because the
project is more well maintained. There are also some technical reasons
as well which extend into our remote client work.

Rather than making a runtime each time a client hits a varlink endpoint, we now
make a single runtime when the varlink service starts up. This fixes a problem
where we hit a max inotify limit from CNI.

implement varlink image functions for working with libpod with the exception of a
couple due to incompletions on the libpod side of things (build).
also, created a first pass at a libpodpy package which will stand as a client to
working with libpod's varlink methods using python.
