We initially believed that implementing this required support for
restarting containers after reboot, but this is not the case.
The unless-stopped restart policy acts identically to the always
restart policy except in cases related to reboot (which we do not
support yet), but it does not require that support for us to
implement it.
Changes themselves are quite simple, we need a new restart policy
constant, we need to remove existing checks that block creation
of containers when unless-stopped was used, and we need to update
the manpages.

Add a `--replace` flag to the `container {create,run}` commands.
If another container with the same name already exists, it will
be replaced and removed.
Adding this flag is motivated by #5485 to make running Podman in systemd
units (or any other scripts/automation) more robust. In case of a
crash, a container may not be removed by a sytemd unit anymore. The
`--replace` flag allows for supporting crashes.

Allow containers to join an existing pod via the `--pod-id-file` which
is already supported by a number of `podman-pod` subcommands. Also add
tests to make sure it's working and to prevent future regressions.

We previously enforced this for security reasons, but as Dan has
explained on several occasions, it's not very valuable there
(it's trivially easy to bypass) and it does seriously annoy folks
trying to use named volumes. Flip the default from 'on' to 'off'.

To try and identify differences between Podman v1.9 and master,
I ran a series of `podman run` commands with various flags
through each, then inspecting the resulting containers and diffed
the inspect JSON between each. This identified a number of issues
which are fixed in this PR.
In order of discovery:
- Podman v2 gave short names for images, where Podman v1 gave the
fully-qualified name. Simple enough fix (get image tags and use
the first one if they're available)
- The --restart flag was not being parsed correctly when a number
of retries was specified. Parsing has been corrected.
- The -m flag was not setting the swap limit (simple fix to set
swap in that case if it's not explicitly set by the user)
- The --cpus flag was completely nonfunctional (wired in its
logic)
Tests have been added for all of these to catch future
regressions.

We attempted to share all logic for parsing labels and
environment variables, which on the surface makes lots of sense
(both are formatted key=value so parsing logic should be
identical) but has begun to fall apart now that we have added
additional logic to environment variable handling. Environment
variables that are unset, for example, are looked up against
environment variables set for the process. We don't want this for
labels, so we have to split parsing logic.

Test that when we pull using tag or digest references from locations
that are manifest lists, that we can inspect using the references that
we used for pulling, that the tags show up in the RepoTag list when we
inspect an image that was pulled using a tag, and that the list and
instance digests always both show up in the RepoDigest list.

when doing localized tests (not varlink), we can use secondary image
stores as read-only image caches. this cuts down on test time
significantly because each test does not need to restore the images from
a tarball anymore.

Previously, 'podman create --rm' did not work - it wouldn't error
but it did nothing.
It is now fixed, but unfortunately the unit tests used it a lot,
in ways that just do not work when it actually functions.
Begin the process of fixing now-failing tests.

Add the ability to run the integration (ginkgo) suite using
the remote client.
Only the images_test.go file is run right now; all the rest are
isolated with a // +build !remotelinux. As more content is
developed for the remote client, we can unblock the files and
just block single tests as needed.

when a user specifies --pod to podman create|run, we should create that pod
automatically. the port bindings from the container are then inherited by
the infra container. this signicantly improves the workflow of running
containers inside pods with podman. the user is still encouraged to use
podman pod create to have more granular control of the pod create options.

Because our tests are getting so long, we want to be able to audit which tests are taking
the longest to complete. This may indicate a bad test, bad CI, bad code, etc and therefore
should be auditable.
Also, make speed improvements to tests by making sure we only unpack caches images that
actually get used.

Inspect should be able to inspect one or more containers depending
on the user input. Therefore, inspect output should be in array
format so the consumer could potentially iterate it. This PR allows
users to specify one more or containers|images|or a mix for
inspection. The output, as stated, is therefore in array form. This
holds true even for a singular image.
In the case that the user enters an invalid container|image "name", we
handle that gracefully. Podman will output json for the valid names
until it reaches the invalid one. For example:
In this case, podman will out the json for alpine and then print an
error about 123 being invalid. It will not continute onto busybox.
This behavior imatates docker.
This addresses issue #360

Made a change to make sure that the output paths of podman inspect
matches that of docker inspect. For example to get the stop signal
you should be able to do podman inspect ctr --format {{.Config.StopSignal}}
and the same thing in docker will give the same results.

Migrate create and commit bats tests to the ginkgo
test suite. In doing so, some structures had to be
moved to pkg/podmanstructs/podmanstructs.go so we
could do better verification of test results.
