Install podman-docker.conf on user-tmpfiles.d too
`systemd-tmpfiles` reads "user" configurations in
`/usr/share/user-tmpfiles.d` when `--user` mode is set.
User unit `systemd-tmpfiles-setup.service` can be enabled to alias
rootless socket through systemd-tmpfiles.
